The European Commission is responsible for the legislation that implements the Basel II legislation in Europe. The Commission is also following closely the expected effects of the reform on SMEs' access to finance and has prepared and informed the SME community about changes in bank behaviour.
The Commission organised from October 2004 to July 2005 conferences for SMEs on how to work with banks. These 60 conferences concentrated on how to efficiently work with banks in a new financial environment that emphasises rating and transparency.
